US, Japan raise chance of new NKorea nuclear talks

TOKYO (AP) ? The United States and Japan on Sunday offered new talks with North Korea to resolve the increasingly dangerous standoff over its nuclear and missile programs, but said the reclusive communist government first must lower tensions and honor previous agreements.

North Korea has a clear course of action available to it, and will find "ready partners" in the United States if it follows through, U.S. Secretary of State John Kerry told reporters.

Japan's foreign minister, Fumio Kishida, who appeared with Kerry at a news conference, was more explicit, saying that North Korea must honor its commitment to earlier deals regarding its nuclear and missile programs and on returning kidnapped foreigners.

The officials agreed on the need to work toward a nuclear-free North Korea and opened the door to direct talks if certain conditions are met.

Their comments highlight the difficulty in resolving the North Korean nuclear situation in a peaceful manner, as pledged by Kerry and Chinese leaders in Beijing on Saturday.

Gaining China's commitment, Kerry insisted, was no small matter given Beijing's historically strong military and economic ties to North Korea.

The issue has taken on fresh urgency in recent months, given North Korea's tests of a nuclear device and intercontinental ballistic missile technology, and its increasingly brazen threats of nuclear strikes against the United States.

U.S. and South Korean officials believe the North may deliver another provocation in the coming days with a mid-range missile test.

"The question," Kerry said, "is what steps do you take now so we are not simply repeating the cycle of the past years." That was a clear reference to the various negotiated agreements and U.N. Security Council ultimatums that North Korea has violated since the 1990s.

"We have to be careful and thoughtful and frankly not lay out publicly all the options," Kerry said.

Given their proximity and decades of hostility and distrust, Japan and South Korea have the most to fear from the North's unpredictable actions.

Kerry said the U.S. would defend both its allies at all cost.

He also clarified a statement he made Saturday in Beijing, when he told reporters the U.S. could scale back its missile-defense posture in the region if North Korea goes nuclear-free.

It appeared to be a sweetener to coax tougher action from China, which has done little over the years to snuff out funding and support for North Korea's weapons of mass destruction program.

China fears the increased U.S. military presence in the region may be directed at it as well.

Kerry said America's basic force posture wasn't up to debate. "There is no discussion that I know of to change that," he said.

But he said it was logical that additional missile-defense elements, including a land-based system for the Pacific territory of Guam, deployed because of the Korean threat could be reversed if that threat no longer existed.

"There's nothing actually on the table with respect to that. I was simply making an observation about the rationale for that particular deployment, which is to protect the United States' interests that are directly threatened by North Korea," Kerry said.

Kerry's visit to Japan followed two days of meetings in South Korea and China.

Six-nation talks with North Korea collapsed more than four years ago, and Kerry said that for negotiations to resume, North Korea "needed to indicate their willingness to move toward denuclearization."

"They have to take some actions," he said. "How many or how much? I'd have to talk to folks back in Washington about that. But if the Chinese came to us and said, 'Look, here's what we have cooking,' I'm not going to tell you I'm shutting the door today to something that's logical and might have a chance of success."

At round-table session with U.S. journalists, Kerry said that under the right circumstances, he even would consider making a grand overture to North Korea's leader, such as an offer of direct talks with the U.S.

"We're prepared to reach out," he said.

Kerry said diplomacy required risk-taking and secrecy such as when President Richard Nixon engaged China in the 1970s or U.S. back-channel talks were able to end the Cuban missile crisis a decade earlier.

"I'm not going to be so stuck in the mud that an opportunity to actually get something done is flagrantly wasted because of a kind of predetermined stubbornness," Kerry told reporters.

"You have to keep your mind open. But fundamentally, the concept is they're going to have to show some kind of good faith here so we're not going to around and around in the same-old same-old."

Bomb planted in bus kills 8 passengers in Pakistan

PESHAWAR, Pakistan (AP) ? A bomb planted in a bus killed at least eight passengers and wounded seven others in northwestern Pakistan on Saturday, police said.

The explosion happened when the bus was passing through a crowded bazar on its way from Peshawar to a nearby town, police official Fazal Wahid Khan said.

He said the dead and injured included women and children, and authorities had transported them to a government hospital.

Bus driver Jehanghir Khan, who was not hurt, told reporters that the device had been planted under a seat.

"I didn't see any suspicious person. I don't know who planted this bomb. I was passing through the bazar of Matni when I suddenly heard the blast," he said. He said the blast damaged some shops nearby, as well as the bus.

No one immediately claimed responsibility.

Peshawar is the capital of troubled Khyber Pakhtunkhwa province that borders Afghanistan. Security forces have carried out several offensives against Pakistani Taliban and other militant groups there.

In light of this, partnering with OTAs is an important tool for garnering leads. Hotels are also recovering from the struggling economy and commissions to OTAs can affect a tight budget. How can you leverage your partnerships with OTAs and turn the OTA booking into?direct bookings? Here are three tips on how to convert OTA bookings into direct bookings through front line engagement. Tip #1: Land On Top

The Internet is great for researching and exposing a user to accommodations options that are outside of the user's circle. OTAs serve a useful purpose in that regard, but in the end, the relationship between the OTA and guest is a transaction without a face. However, a memorable hotel stay can be like feeling at home, and nothing makes a guest feel more at home than personal service and a warm relationship with a trusted hotel and staff. Carnival Cruise Lines hosts a seminar for guests during the cruise explaining how the booking systems work and how booking directly with Carnival is actually the best option. A reward is also offered for putting down a deposit before the cruise ends to be used on the guest's future cruise of choice in the next two years. Educate your guests.

Tip #3: Provide Employee Incentives

Most employees do a good job because they want to. But your conversion of OTA guests to direct relationship guests will grow considerably more with incentives. Provide "on the spot" rewards such as Starbucks gift cards for signing up an OTA for your company's guest rewards program, or for acquiring an email address. Recognize the top producers in the weekly staff meeting. Other incentives may be Employee of the Month privileges or cash rewards. Reservationists and front desk agents?are often the first of your employees to directly interact with guest and are the ultimate sales people. Incentives will spur them on to achieving more and will result in an increase in your profits.

Develop an online marketing strategy that lands you on top of searches by Internet users. Keep the new user coming back by?optimizing your marketing efforts.?Provide?online content that is?relevant, interesting and impactful to build relationships and trust.?Recognize the benefit of your OTA partnership and leverage the exposure the online agent provides your hotel and the bookings that result.?Your front desk employee may use the opportunity with the OTA guest to build a relationship and educate them about the value of booking directly with the hotel. Provide employee incentives to increase your profits. Converting OTA guests into 'direct-relationship' guests will alleviate commission costs, build your customer base and improve your bottom line!

Strong storms march toward East Coast after killing 3 and tearing apart homes

At least three tornadoes hit the south Thursday as part of storm system that has cut a path of destruction from Texas to the Carolinas. One person was killed in Mississippi and several more seriously injured across the region. NBC's Gabe Gutierrez reports.

?A vast storm system that spawned tornadoes and killed three people marched toward the East Coast on Friday, delivering spring snow and ice to New England and promising to drench some of the country?s most populous cities.

On Thursday, storms tore through the Great Plains, Midwest and South. Tornadoes were reported in Missouri, Arkansas and Mississippi, and tens of thousands of people were left without power.

Storms blew the steeple off a church and killed someone in Mississippi, and a utility worker was electrocuted repairing damage in Missouri. Earlier in the week, a Nebraska woman died trying to trudge through a vicious snowstorm from her car to her home.

In Shuqualak, Miss., Kathy Coleman said she was outside her home Thursday, signing for a delivery of dialysis medication, when the storm hit. The deliveryman rushed her into the house, and the two of them huddled with the housekeeper in the bathroom.

?All I could hear was trees breaking and falling and glass,? she said. ?He started praying and I started praying. Thank God he was here.?

Lightning strikes downtown Huntsville, Ala., as strong storms moved into Madison County Thursday.

Tornado watches were in effect in eastern Virginia and North Carolina. Parts of New Hampshire were expected to get 3 to 5 inches of snow, according to meteorologists for The Weather Channel. New York City, Boston and Washington were expecting heavy rain.

Forecasters said a similar storm pattern was taking shape for next week, probably Tuesday through Thursday, packing both snow and severe thunderstorms as it plows east.

The Rockies, parts of the Plains and Upper Midwest could get snow again, The Weather Channel said, and severe storms could rip through the southern Plains and the Mississippi Valley.

Self-medication in animals much more widespread than believed

Apr. 11, 2013 ? It's been known for decades that animals such as chimpanzees seek out medicinal herbs to treat their diseases. But in recent years, the list of animal pharmacists has grown much longer, and it now appears that the practice of animal self-medication is a lot more widespread than previously thought, according to a University of Michigan ecologist and his colleagues.

Animals use medications to treat various ailments through both learned and innate behaviors. The fact that moths, ants and fruit flies are now known to self-medicate has profound implications for the ecology and evolution of animal hosts and their parasites, according to Mark Hunter, a professor in the Department of Ecology and Evolutionary Biology and at the School of Natural Resources and Environment.

In addition, because plants remain the most promising source of future pharmaceuticals, studies of animal medication may lead the way in discovering new drugs to relieve human suffering, Hunter and two colleagues wrote in a review article titled "Self-Medication in Animals," to be published online today in the journal Science.

"When we watch animals foraging for food in nature, we now have to ask, are they visiting the grocery store or are they visiting the pharmacy?" Hunter said. "We can learn a lot about how to treat parasites and disease by watching other animals."

Much of the work in this field has focused on cases in which animals, such as baboons and woolly bear caterpillars, medicate themselves. One recent study has suggested that house sparrows and finches add high-nicotine cigarette butts to their nests to reduce mite infestations.

But less attention has been given to the many cases in which animals medicate their offspring or other kin, according to Hunter and his colleagues. Wood ants incorporate an antimicrobial resin from conifer trees into their nests, preventing microbial growth in the colony. Parasite-infected monarch butterflies protect their offspring against high levels of parasite growth by laying their eggs on anti-parasitic milkweed.

Hunter and his colleagues suggest that researchers in the field should "de-emphasize the 'self' in self-medication" and base their studies on a more inclusive framework.

"Perhaps the biggest surprise for us was that animals like fruit flies and butterflies can choose food for their offspring that minimizes the impacts of disease in the next generation," Hunter said. "There are strong parallels with the emerging field of epigenetics in humans, where we now understand that dietary choices made by parents influence the long-term health of their children."

The authors argue that animal medication has several major consequences on the ecology and evolution of host-parasite interactions. For one, when animal medication reduces the health of parasites, there should be observable effects on parasite transmission or virulence.

For example, when gypsy moth caterpillars consume foliage high in certain toxic compounds, transmission of viruses between the caterpillars is reduced, facilitating moth outbreaks.

In addition, animal medication should affect the evolution of animal immune systems, according to Hunter and his colleagues. Honeybees are known to incorporate antimicrobial resins into their nests. Analysis of the honeybee genome suggests that they lack many of the immune-system genes of other insects, raising the possibility that honeybees' use of medicine has been partly responsible -- or has compensated -- for a loss of other immune mechanisms.

The authors also note that the study of animal medication will have direct relevance for human food production. Disease problems in agricultural organisms can worsen when humans interfere with the ability of animals to medicate, they point out.

For example, increases in parasitism and disease in honeybees can be linked to selection by beekeepers for reduced resin deposition by their bees. A reintroduction of such behavior in managed bee colonies would likely have great benefits for disease management, the authors say.

The first author of the Science paper is Jacobus de Roode of Emory University. The other author is Thierry Lefevre of the Institut de Recherche pour le Developpement in France.
