ZoneAlarm Free Firewall 2013


ZoneAlarm has been promoting firewall protection to consumers for ages and ages, since before most people even thought they needed a personal firewall. The current ZoneAlarm Free Firewall 2013 offers the same tough and practical protection as always, with some useful new security bonuses including a Facebook privacy checker and a tool to block advertisers from tracking your browsing habits.

As long as you accept the default settings, installation can be quick and simple. Click once for? a quick install, click again to accept installation of the useful ZoneAlarm toolbar. Those two clicks gets the process started. After a reboot, you're protected. Simple!

The main window features three large panels that reflect security status in three areas: Antivirus, Firewall, and Identity & Data. The first one, Antivirus, is disabled at install. If you're already running a different antivirus, you'll naturally want to leave it disabled. But if you need antivirus protection you can just click to install it. I'll be reviewing ZoneAlarm Free Antivirus & Firewall 2013 separately.

Tough, Practical Firewall
ZoneAlarm pioneered the concept of hardening the firewall against interference by malicious programs. It's no surprise, then, that I couldn't disable its protection using attacks that might be replicated in software by evil coders. It doesn't store status items like "firewall disabled" in the Registry, and I couldn't kill it using Task Manager. When I tried to disable its essential TrueVector service, I got an "access denied" message.

ZoneAlarm correctly stealthed all of my test system's ports, making it invisible to outside attack. It resisted all of my port scan tests and other Web-based tests, though it didn't specifically report attacks the way Outpost Firewall Pro 8 did.

Like Comodo Firewall (2013), ZoneAlarm doesn't attempt to block exploit attacks at the network level. Just to be sure, I turned on all of its alert options and attacked the test system using the Core IMPACT penetration tool. None of the 30 exploits I used actually compromised the full-patched test system, but ZoneAlarm didn't actively block them. Serious exploit protection generally comes with high-end firewalls like what you find in Norton Internet Security (2013) and Kaspersky Internet Security (2013).

Norton and Kaspersky also handle all program control issues internally, without fobbing off security decisions on the user. In ages past, ZoneAlarm was famous for bombarding the user with popups asking whether this or that program should be allowed Internet access. Now it uses the SmartDefense Advisor database to automatically configure access for a vast number of known programs. If you do get a popup query from ZoneAlarm, look at it carefully and verify that the program is something you installed yourself.

When Internet access is allowed only for trusted programs, some malicious programs try to connect by subverting a trusted program. Leak tests demonstrate these sneaky techniques without including a malicious payload. ZoneAlarm detected every single one of the leak test utilities I threw at it. Comodo didn't catch any of these, though its Behavior Blocker offered to isolate them. Outpost flagged all of them, but a handful managed to connect despite its efforts.

(AP) ? Justin Timberlake will be rocking that suit and tie at the Grammy Awards.

The Recording Academy announced Wednesday that Timberlake will perform at the Feb. 10 awards show in Los Angeles.

The 32-year-old pop star returned to music earlier this month when he released the single, "Suit & Tie," which features Jay-Z. The song is a Top 5 hit on the Billboard Hot 100 charts.

His performance at the Grammys will be Timberlake's first musical appearance on television in years. Most recently, he's appeared in movies like "The Social Network" and "Friends With Benefits."

Timberlake's third solo album, "The 20/20 Experience," will be released March 19. His last album was the 2006 multiplatinum effort, "FutureSex/LoveSounds."

The Grammys will air live on CBS from the Staples Center.

Hey .. I'm super new here. But been having an avid reader and just having an argument with my girlfriend. I decide to post here regarding the problems and feelings I have so far.

Please respond kindly to my post and give a mature and objective opinion. So here it is..

I am 29 years old, single male and she's 35, a working mom, divorced with 2 kids. We've dated for about 6 months so far. I can feel she likes me too, and so do I. We feel fit to each other, we talk about lots of things and we do feel comfortable about our relationship.

But sometimes we just have this argument about her ex. It feels like she's still in doubt to be more open about our relationship, and whenever I push her to be open about us, she's upset.

I asked her the reason she seems reluctant to be open about it. She said she want to "protect" me from her (a bit psycho) ex and "stay out of it" until we have a fully matured relation and prepared to be married. Well does it even make sense or am I the only idiot here?

She's not wearing her ring anymore, in fact she always wear the necklace I gave her AND she also has introduced me to her kids. Well that's a good sign of acceptance, isn't it?

Now the problems, and main questions are:
1. Why she still seems reluctant to be honest about our relationship? Yep she's legally divorced, I checked.

2. It also feels her ex still not fully let her go. She tells me that some time the ex still try to call/text her, asking about the kids. He even still calls her [honey] .. WTF? What should I do about him? I'm cool with her ex calling about kids, but honey? hmm ..

As a side note she's always been trying to push her ex back. He still call her honey but she always waving him away and end the conversation. I can see she try hard to keep her kids closer to me and further from him.

3. Do you think it's okay if I make contact her ex? I really want to know both sides of their (failed) marriage tale? And I really want him to let her go. Is that wrong?

4. Give me general tips about dating, or even maybe marrying a divorced woman with kids? I'm trying at first, but it's really hard to not get attached to her. She's just adorable woman, and mother.

5. How would a remarried woman treat a replacement daddy such as me (assuming I marry her?) People say her kids will always be number 1, and I'm number 2. How bad is it really? Can she still respect me as a husband? Or merely a new guy on the block?

That will be all, let the discussion begin, and thank you so much for your time.

She may have been abused and have reason for trying to her ex "happy". Or she might still be keeping him as plan B. hard to say. How long have they been separated/divorced? How dependent is she on him financially or any other way?

I would definitely advise NOT contacting him. I think she would take that as going behind her back.

And yes, you will likely be prioritized below the kids in a number of ways. After all, you can take care of yourself and make your own decisions, while the children cannot. Having said that, your needs and concerns need to be taken into account too. It's a balancing act, and compromises will sometimes need to be made.

The only other thing I'd say is that you may be getting too serious too fast. You've only been dating for six months. Give it time, enjoy your time with her, and see where things go. Maybe she's just looking for fun, not a life partner?

Well I can safely say she can take care of herself pretty well. She's not dependent financially to her ex. Rather the other way around.
They've been separated about 2 or 3 years so far.

Yep, I might give impression about getting serious too soon. However, I'm still enjoying her companion and try talk less about that.

I personally don't think 6 months is "moving too quickly" to be thinking about a future together. I also think a couple years is plenty of time for her to have put her ex firmly in the past where he belongs.

It does sound like she's into you if she's waving him off, but I agree with you about the "honey" part. If she's working to get him to cool his jets, is she saying, "I don't want you to call me that any more" to him?

What makes the guy "a bit psycho" and is that your words or hers?

I'm with the others who say not to go behind her back and contact him, but I also think you're smart to want to see the bigger picture. I think it would be wiser to pull back a bit from your relationship for now and see what develops. You can explain that you're concerned about the fact that she isn't being genuine about her relationship with you to everyone and will treat it as the yellow flag that it is.

As far as her treating kids as #1 and you as secondary, this is true of some women but not all. Pay attention to the kinds of things she believes her kids have "rights" on and how much she backs them up (even if they're wrong) to get some idea of whether she'll be logical and balanced about things or not. When they have trouble in school or daycare, does she automatically blame anyone but her kids? Or does she make both parties responsible? How much does she pay attention to her children's side of the story and does she balance it against other information?

Thank you Kathie. Yep I was kinda hoping she asked her ex to stop calling her that. More importantly I want the ex to know that she's with me now, well yeah we're just dating. But how about some space, please? She's definitely not calling him the same way. She keeps his texts and calls mostly for kids business and nothing else.

Point is, I can feel that she's fond of me, so far. But she's kinda shy to be open about us to him. Yep she tells me how bad it might be if we're going full blown in front of him, he might try so hard to get her back. So the psycho word is coming from both of us.
And like I said, she wants us to go undercover until we're seriously about to be married. I don't know if it actually makes sense or just full of it?
Almost feels like she's having an affair with me, but it's really not either. Her mom and brothers confirm it.

Wish everything could be dead simple just like with a clean single girl coming from lovable families. But hey, you know how it is. It's not just like a matter of choosing iPhone or Android.

The answer to that depends on how into the new guy I am, doesn't it?

And that's the crux of your problem.

Whether you're a guy or a girl, when you're head-over-heels about someone, there's NOTHING that can come between you. You'd move mountains to make sure of it during that irrational logic part of the relationship. Your emotions will do your thinking instead of your head.

After 6 months, yes, I would give my new man more control than a person from my past. I would do that after 6 DAYS, to be honest. I don't owe anyone from my past anything, much less loyalty! There is a reason they're the past.

Her heart's not fully into it with you. Only you can decide what you want to make of that. But while she's thinking with her head, YOU are thinking with your heart. This makes you very vulnerable to getting hurt right now. This is why I said if I was in your shoes, I'd be calling that game. I'd pull back and get back to thinking with my head since it clearly would not be safe to be fully vulnerable in that situation.

It?s still January, and I?ve already made progress on one of my financial New Year?s resolutions: lighten my wallet. While I have made some progress, it?s just not very much progress.

The story began last year. I was carrying a cheap leather bifold wallet, and it had become tattered and frayed and Dickensian. So I decided I needed a new wallet.

Down my street there?s a store with a table out front selling $10 wallets similar to the one I wore out, but somehow I got the idea that it was time to buy myself a sturdy grownup wallet.

So I splurged on a handsome coffee brown number from Saddleback Leather. With shipping, it cost $50, and it came with a 100-year warranty and loads of five-star reviews.

The wallet seems to be as apocalypse-proof as its manufacturer claims, and even though I bought the small size, it?s a beast.

Naturally, there?s a tradeoff between durability and svelteness. Before the leather broke in, merely cramming a few bills into the thing took Hulk Hogan strength.

Sure, it?s a great piece of workmanship, but as I hauled the beast out of my pocket the other day, I thought,?what am I doing??I don?t want to carry a fat wallet for the next hundred years. I?m using this heirloom-quality piece to carry around a whole bunch of stuff that, in principle,?shouldn?t take up any space at all.

My goal for 2013, then, is to shrink my wallet down so far that it?s practically two-dimensional. I know a lot of you readers are way ahead of me on this, and I?d love to hear about your strategies.

The wallet diet

For the most part, we use our wallets to carry pieces of information, not irreplaceable mementos. Your credit card, for example, is a big hunk of plastic storing one key piece of information: your account number.

Yes, there?s other information?displayed?on the card, but none of it is necessary to the transaction, because it can just be looked up on the other end.

I carry my wallet in my right front pocket. (Hmm, do pickpockets read personal finance blogs?) In my left front pocket I carry a device designed to store, send, and receive information: my smartphone.

I?ve already migrated some information that would have previous lived in my wallet onto my smartphone?photos of my daughter, for example.

Aside from convenience and not creating an unsightly pocket bulge, keeping vital information on my phone offers a major advantage in the case of loss or theft: instead of having to replace a stack of cards, I?d replace a single phone and restore my information from an online backup service.

If my information were well protected by a passcode, I probably wouldn?t even need to report the loss to my credit card issuers, and most phones can be remotely wiped clean, so the thief gets my expensive toy, but not my Visa.

Judging by the heft of my wallet, however, I have a long way to go before joining the virtual age. I did a wallet inventory and found that my wallet contained 17 items in seven categories.

How many could migrate to my phone? Let?s figure it out. Here are the categories:

Cash

I don?t carry much cash, but I like to keep a few $1 bills on hand for tipping at coffee places and cheap restaurants.

Eventually, this function will get rolled into one of the services below, but for now, I don?t see a way around carrying a few greenbacks.

Payment cards

My wallet contains four payment cards: three debit and one credit.

This is mostly down to the fact that I have too many bank accounts, but since I can instantly transfer between most of them online and rarely use the credit card except for big-ticket purchases made from my couch, I?m going to shelve two of the cards and see how it goes.

As for paying using my phone, we?re a long way from a standardized solution. Recently, however, I had an experience that felt like the way it should work. On Christmas, I received an email from a friend who owns?a bakery?(yes, this is the best kind of friend to have).

The email contained a gift card, which I loaded into an app on my phone. The next time I went into the bakery, my phone told them I was in the shop, and my face popped up on their iPad.

I was able to pay with my gift card and charge the remainder to my debit card, all without taking anything out of my pocket.

Yes, there are privacy concerns here, but if I don?t want the bakery to know every time I walk by and don?t go inside (unlikely, but this is hypothetical), I can just turn off the app?s ?geofence? and use the app manually.

This worked great at the bakery, but the problem is, there are a bunch of competing virtual wallet apps; many of them still have kinks to work out and a lot of businesses don?t support any of them yet.

Google, Intuit (disclosure: Mint.com is owned by Intuit), and Square are leading the way in this emerging industry, but right now, it is just that ? emerging.

Stay tuned though. Virtual wallet apps are going to keep getting better.

Loyalty and gift cards

What about non-virtual plastic gift cards? These can sometimes be loaded onto a phone.

Every month I recharge a gift card at the local?tea cafe?where I do most of my writing.?Recently I discovered that I could load that card into an app called CardStar (iPhone or Android, free).

It also works with library cards and supermarket loyalty cards, but my phone screen seems to be incompatible with the scanners at my local supermarket, so I just punch in my phone number.

To pay at the tea place, I still have to take my phone out of my pocket, launch the app, and hand it to the cashier, but I find that it?s faster than fumbling for a plastic card, and the employees are young people who don?t bat an eye when a customer wants to do something weird with their phone.

This is similar to the system used by Starbucks, which allows you to virtualize your gift cards using their app or Apple?s Passbook app.

I have a Starbucks card with a few dollars on it, so I tried loading it into Passbook, which now squawks at me every time I pass a Starbucks. And here in Seattle, that?s about every ten feet.

This is not exactly what I had in mind.

What about ?buy ten, get one free? stamp cards? I have one for my local pizza place, one for the barbershop, and one for my favorite ramen noodle joint. The ramen place, it turns out, supports an app called Stampt (iPhone or Android, free).

Instead of rubber-stamping your card after lunch, the cashier holds out a business card with a QR code on it for you to scan using the app. It?s fast and works great.

For the pizza place and the barbershop, I think I?m just going to finish out my existing cards and then wait until they get with the future.

Coupons

I?ve been carrying a ?$5 off a $25 purchase? coupon for my favorite supermarket in my wallet for over a month. Since then, I?ve been to the store five times. Four times, I?ve spent under $25. The other time, I forgot to use the coupon.

Seriously, I should just not bother with paper coupons.

Health insurance cards

This is a conundrum. I carry my own insurance card and my daughter?s. Carrying her card is silly, because she?s usually at school (which has her info on file) or at home.

I?m likely to be the one taking her to her checkups, but they don?t actually ask for the card at checkups. So that one is going in the file.

As for my card, I figure it?s good to keep it on me in case I show up at a hospital unconscious. But I?m not sure whether this is prudent or just superstitious. You can find experts on both sides.

I could easily put my insurance info on my phone, but it?s protected by a passcode. I feel like I?m inventing the MedicAlert bracelet here.

Transportation cards

I use two of these. One is my Seattle transit card, and there?s no substitute. Seattle buses and trains have card readers that look for a radio-frequency identification (RFID) chip in the transit card.

Until my phone supports near-field communication (NFC) or comparable technology, it?s not going to work for riding the bus?and I?m not sure I want to be whipping out my phone every time I get on the bus, anyway.

I also carry a card for Zipcar, the car-sharing service. It locks and unlocks the car. It turns out the Zipcar app does the same thing. Goodbye, Zipcard!

ID

Finally, there?s my driver license. Since I rarely drive and never write checks, it doesn?t come out very often, but it?s probably smart to carry one piece of ID that doesn?t require a passcode, right?

The final tally

I?m relieving my wallet of one gift card, two payment cards, one coupon, one insurance card, one transportation card, and one, soon-to-be three, loyalty cards. Let?s call that nine items in total, taking me from 17 items to 8, which is a 53% reduction.

That?s pretty good, but I?ll bet some of you can do better, and I?d like to hear about it.

As for me, I?m a few cards away from not needing this wallet, and then I can regift it to some sucker who will actually appreciate it.

Taco Bell pulls commercial that mocked veggies

Taco Bell is pulling a TV ad after receiving complaints that it discouraged people from eating vegetables.?

The ad by the fast-food chain was touting its variety 12-pack of tacos, with a voiceover saying that bringing a vegetable tray to a party is "like punting on fourth and one." It said that people secretly hate guests who bring vegetables to parties.?

The Center for Science in the Public Interest, a health advocacy group, this weekend urged people to tweet their complaints about the ad and the chain quickly made the decision to pull it.?

"We didn't want anyone to misinterpret the intent of the ad," says Rob Poetsch, a Taco Bell spokesman.?

The Center for Science in the Public Interest thanked Taco Bell for its speedy response.?

Barbara Walters hospitalized with chickenpox

NEW YORK (AP) ? Barbara Walters would probably like to hit the reset button on 2013.

She's got the chickenpox and remains hospitalized more than a week after going in after falling and hitting her head at a pre-inaugural party in Washington on Jan. 19. A fellow host on the "The View," Whoopi Goldberg, said Monday that Walters has been transferred to a New York hospital and hopes to go home soon.

"She's been told to rest. She's not allowed any visitors," Goldberg said. "And we're telling you, Barbara, no scratching!"

The 83-year-old news veteran, who underwent heart surgery in May 2010, apparently avoided a disease that hits most people when they are children. It can be serious in older people because of the possibility of complications like pneumonia.

Even after concern about her fall had subsided, Walters had been kept hospitalized last week because of a lingering fever, and doctors found the unexpected cause.

"We love you, we miss you," Goldberg said on "The View," in a message to the show's inventor. "We just don't want to hug you."

North Korean leader indicates plan to conduct nuclear test

North Korean leader Kim Jong Un convened top security and foreign affairs officials and ordered them to take "substantial and high-profile important state measures," state media said Sunday, fueling speculation that he plans to push forward with a threat to explode a nuclear device in defiance of the United Nations.

The meeting of top officials led by Kim underscores Pyongyang's defiant stance in protest of U.N. Security Council punishment for a December rocket launch. The dispatch in the official Korean Central News Agency did not say when the meeting took place.

Last week, the Security Council condemned North Korea's Dec. 12 launch of a long-range rocket as a violation of a ban against nuclear and missile activity. The council, including North Korea ally China, punished Pyongyang with more sanctions and ordered the regime to refrain from a nuclear test ? or face "significant action."

North Korea responded by rejecting the resolution and maintaining its right to launch a satellite into orbit as part of a peaceful civilian space program.

It warned that it would keep developing rockets and testing nuclear devices to counter what it sees as U.S. hostility. A rare statement was issued Thursday by the powerful National Defense Commission, the top governing body led by Kim.

Kim's order for firm action and the recent series of strong statements indicate he intends to conduct a nuclear test in the near future to show "he is a young yet powerful leader both domestically and internationally," said Chin Hee-gwan, a North Korea expert at South Korea's Inje University.

North Korea cites a U.S. military threat in the region as a key reason behind its drive to build nuclear weapons. The countries fought on opposite sides of the Korean War, which ended after three years in 1953 with an armistice, not a peace treaty. The U.S.-led U.N. Command mans the Demilitarized Zone dividing the two Koreas, and Washington stations more than 28,000 troops in South Korea to protect its ally.

North Korea is estimated to have enough weaponized plutonium for four to eight bombs, according to American nuclear scientist Siegfried Hecker, who visited the country's nuclear complex northwest of Pyongyang in November 2010.

However, it is not known whether North Korean scientists have found a way to build nuclear warheads small enough to mount on a long-range missile.

Experts say regular tests are needed to perfect the technique, and another atomic test could take the country closer to its goal of building a warhead that can be mounted on a missile designed to strike the United States. North Korea has carried out two nuclear tests, in 2006 and 2009.

South Korean defense officials say North Korea is technically ready to conduct a nuclear test in a matter of days.

Satellite photos taken Wednesday show that over the past month, roads have been kept clear of snow and that North Koreans may have been sealing the tunnel into a mountainside where a nuclear device would be detonated.

Analysis of the images of the Punggye-ri site was provided Friday to The Associated Press by 38 North, the website of the U.S.-Korea Institute at Johns Hopkins School of Advanced International Studies.

Kim could order a nuclear test ahead of the Feb. 16th birthday of his late father and former leader Kim Jong Il to "create a festive mood," Chin predicted. Kim Jong Il died at age 69 in December 2011.

Around world, gun rules, and results, vary wildly

OOI, Japan (AP) ? After a tragedy like the mass shooting at Sandy Hook Elementary School, it's a statistic that is always trotted out. Compared to just about anywhere else with a stable, developed government ? and many countries without even that ? the more than 11,000 gun-related killings each year in the United States are simply off the charts.

To be sure, there are nations that are worse. But others see fewer gun homicide deaths in one year than the 27 people killed Dec. 14 in Newtown, Connecticut.

As Americans debate gun laws, people on both sides point to the experiences of other countries to support their arguments. Here's a look at two success stories ? with two very different ways of thinking about gun ownership ? and one cautionary tale.

JAPAN ? THE NANNY STATE

Gunfire rings through the hills at a shooting range at the foot of Mount Fuji. There are few other places in Japan where you'll hear it.

In this country, guns are few and far between. And so is gun violence. Guns were used in only seven murders in Japan ? a nation of about 130 million ? in all of 2011, the most recent year for official statistics. According to police, more people ? nine ? were murdered with scissors.

Though its gun ownership rates are tiny compared to the United States, Japan has more than 120,000 registered gun owners and more than 400,000 registered firearms. So why is there so little gun violence?

"We have a very different way of looking at guns in Japan than people in the United States," said Tsutomu Uchida, who runs the Kanagawa Ohi Shooting Range, an Olympic-style training center for rifle enthusiasts. "In the U.S., people believe they have a right to own a gun. In Japan, we don't have that right. So our point of departure is completely different."

Treating gun ownership as a privilege and not a right leads to some important policy differences.

First, anyone who wants to get a gun must demonstrate a valid reason why they should be allowed to do so. Under longstanding Japanese policy, there is no good reason why any civilian should have a handgun, so ? aside from a few dozen accomplished competitive shooters ? they are completely banned.

Virtually all handgun-related crime is attributable to gangsters, who obtain them on the black market. But such crime is extremely rare and when it does occur, police crack down hard on whatever gang is involved, so even gangsters see it as a last-ditch option.

Rifle ownership is allowed for the general public, but tightly controlled.

Applicants first must go to their local police station and declare their intent. After a lecture and a written test comes range training, then a background check. Police likely will even talk to the applicant's neighbors to see if he or she is known to have a temper, financial troubles or an unstable household. A doctor must sign a form saying the applicant has not been institutionalized and is not epileptic, depressed, schizophrenic, alcoholic or addicted to drugs.

Gun owners must tell the police where in the home the gun will be stored. It must be kept under lock and key, must be kept separate from ammunition, and preferably chained down. It's legal to transport a gun in the trunk of a car to get to one of the country's few shooting ranges, but if the driver steps away from the vehicle and gets caught, that's a violation.

Uchida said Japan's gun laws are frustrating, overly complicated and can seem capricious.

"It would be great if we had an organization like the National Rifle Association to stand up for us," he said, though he acknowledged that there is no significant movement in Japan to ease gun restrictions.

Even so, dedicated shooters like Uchida say they do not want the kind of freedoms Americans have and do not think Japan's system would work in the United States, citing the tendency for Japanese to defer to authority and place a very high premium on an ordered, low-crime society.

"We have our way of doing things, and Americans have theirs," said Yasuharu Watabe, 67, who has owned a gun for 40 years. "But there need to be regulations. Put a gun in the wrong hands, and it's a weapon."

SWITZERLAND ? GUNS AND PEACE

Gun-rights advocates in the United States often cite Switzerland as an example of relatively liberal regulation going hand-in-hand with low gun crime.

The country's 8 million people own about 2.3 million firearms. But firearms were used in just 24 Swiss homicides in 2009, a rate of about 0.3 per 100,000 inhabitants. The U.S. rate that year was about 11 times higher.

Unlike in the United States, where guns are used in the majority of murders, in Switzerland only a quarter of murders involve firearms. The most high-profile case in recent years occurred when a disgruntled petitioner shot dead 14 people at a city council meeting in 2001.

Experts say Switzerland's low gun-crime figures are influenced by the fact that most firearms are military rifles issued to men when they join the country's conscript army. As Switzerland cut the size of its army in recent decades, gun crime fell, too.

The key issue is how many people have access to a weapon, not the total number of weapons owned in a country, said Martin Killias, a criminologist at the University of Zurich. "Switzerland's criminals, for example, aren't very well armed compared with street criminals in the United States."

Still, he notes that as Switzerland cut the size of its army in recent decades, gun violence ? particularly domestic killings and suicides ? dropped too.

Critics of gun ownership in Switzerland have pointed out that the country's rate of firearms suicide is higher than anywhere else in Europe. But efforts to tighten the law further and force conscripts to give their guns back after training have failed at the ballot box ? most recently in a 2012 referendum.

Gun enthusiasts ? many of whom are members of Switzerland's 3,000 gun clubs ? argue that limiting the right to bear arms in the home of William Tell would destroy a cherished tradition and undermine the militia army's preparedness against possible invasion.

BRAZIL ? BEYOND REPAIR?

So how about a country that actually bans guns?

Since 2003, Brazil has come close to fitting that description. Only police, people in high-risk professions and those who can prove their lives are threatened are eligible to receive gun permits. Anyone caught carrying a weapon without a permit faces up to four years on prison.

But Brazil also tops the global list for gun murders.

According to a United Nations Office on Drugs and Crime study in 2011, 34,678 people were murdered by firearms in Brazil in 2008, compared to 34,147 in 2007. The numbers for both years represent a homicide-by-firearm rate of 18 per 100,000 inhabitants ? more than five times higher than the U.S. rate.

Violence is so endemic in Brazil that few civilians would even consider trying to arm themselves for self-defense. Vast swaths of cities like Sao Paulo and Rio de Janeiro are slums long dominated by powerful drug gangs, who are often better armed than the police. Brazilian officials admit guns flow easily over the nation's long, porous Amazon jungle border.

Still, Guaracy Mingardi, a crime and public safety expert and researcher at Brazil's top think tank, Fundacao Getulio Vargas, said the 2003 law helped make a dent in homicides by firearms in some areas.

According to the Sao Paulo State Public Safety Department, the homicide rate there was 28.29 per 100,000 in 2003 and dropped to 10.02 per 100,000 in 2011.

Brazil wants more powerful guns in the hands of police. This month, the army authorized law enforcement officers to carry heavy caliber weapons for personal use.

Ligia Rechenberg, coordinator of the Sou da Paz, or "I am for Peace," violence prevention group, thinks that could make things worse. She said police will buy weapons that "they don't know how to handle, and that puts them and the population at risk."

China carries out anti-missile test

BEIJING (Reuters) - China tested emerging military technology aimed at destroying missiles in mid-air after an initial test in 2010, state media said on Sunday, in a move that will unnerve its neighbors.

A brief report by the official Xinhua news agency said the military carried out a "land-based mid-course missile interception test within its territory".

"The test has reached the pre-set goal," the report quoted an unnamed Defence Ministry official as saying. "The test is defensive in nature and targets no other country."

It did not specify whether any missile or object had been destroyed in the test.

"Although no other detailed information about the test was released from the military authorities, weapon system experts said such a test could build shield for China's air defenses by intercepting incoming warheads such as ballistic missiles in space," the report added.

People's Liberation Army officials and documents in recent years have said developing anti-missile technology is one focus of defense spending, which has grown by double-digits over many years.

The latest flexing of China's maturing military hardware comes as Beijing is involved in increasingly bitter territorial disputes in the East China Sea with Japan and in the South China Sea with several Southeast Asian nations.

Beijing says its military spending is for defensive purposes and the modernization of outdated forces.

Green Blog: The Conundrum of Food Waste

Each year, 1.3 billion tons of food ? about one third of all the food produced globally ?- ends up wasted even as hundreds of millions of people go hungry. This week, two United Nations agencies opened a global campaign to address that conundrum, calling for changes in the way that food is harvested, transported, processed, sold and consumed.

The Think, Eat, Save initiative, organized by the United Nations Environment Program and the Food and Agriculture Organization with partners, underlines the disparities between food production and consumption patterns in developed and developing countries.

Robert van Otterdijk, the team leader for the F.A.O.?s Save Food program, said that a 2011 study by his group found that just a quarter of the food lost annually would suffice to feed the world?s hungry.

?The biggest major finding was the striking difference between food waste and food losses in different parts of the word,? he said. Developing regions tend to suffer food losses in the production process through poor harvesting techniques, spoilage or improper storage, for example ? what Mr. van Otterdijk calls ?unintentional? loss.

Industrialized nations in the Americas, Europe and prosperous parts of Asia waste food at the retail and consumer end, embracing policies that favor glossy round apples and discard knobbly ones, for example, and set needlessly short limits on the shelf life of many products.

?And then you have, of course, the consumers that don?t plan their shopping well,? overestimating how much they may need and tossing much of it out later ? largely because they can afford to do so and suffer no consequences, Mr. van Otterdijk said.

Yet James Lomax, an agri-food program officer for the United Nations Environment Program, said that this divide was beginning to blur a bit as a middle class expands in developing countries. Kenya, for instance, is ?an example of a country that is suffering from a lot of poverty, but has issues with food waste,? he said.

Europe and the United States nonetheless continue to generate the most food waste. The phenomenon in Europe is roughly parallel to that in the United States, countering the notion that Americans are far more improvident. ?We Europeans know how to waste,? Mr. van Otterdijk noted dryly.

The loss or waste of food tends to drive up food prices in developing nations. Then there?s the squandered water, energy and land, the accumulation of discarded packaging and the pointless discharge of greenhouse gases in the production or disposal process. The biggest emissions threat of all may be the wasted food that ends up in landfills, generating enormous amounts of methane gas that escape and contribute to climate change.

Globally, Save Food?s research shows that almost half of all harvested fruits, vegetables and roots and tubers are lost or wasted and left to rot in landfills, largely because of their perishable nature and public squeamishness over consuming food after its sell-by date.

Next are seafood and cereals, with annual losses of around 30 percent.

Twenty percent of meat and dairy products are lost each year, a category that generally consumes the most water, animal feed and space, as well as energy in the transportation and processing stages.

Yet in a globalized industry, a single tomato can pose a similar environmental concern. ?It?s criminal to throw away a tomato if it has been grown in a hothouse in Holland in the winter,? Mr. Lomax said.

The Think, Eat, Save program?s organizers are still drafting action plans for different countries and regions. ?When you talk about food losses at the agro-processing or storage level, then you mainly talk about technical solutions,? Mr. van Otterdijk said, ?If you talk however about food waste, then you talk about changing people?s mindsets.?

Efforts will include campaigns to heighten consumer awareness, push for less packaging and to question sell-by dates that seem overly restrictive.

Mr. Lomax suggests that reducing food waste, while challenging, is one of the more world?s more attainable goals. ?It?s a top priority for many people now,? he said. ?It?s one of the simpler things ? not simple, but simpler to tackle.?

WASHINGTON, Jan 24 (Reuters) - Most Americans want President Barack Obama and Congress to reduce the federal deficit without cutting Medicare, Social Security and education, according to polling data released Thursday.
A joint survey by the Robert Wood Johnson Foundation, the Harvard School of Public Health and the Kaiser Family Foundation also showed majorities support President Barack Obama's plan to expand Medicaid and provide subsidized private health insurance to working families through new online state exchanges.
The survey found that two-thirds of Americans want Washington to reduce the deficit in the short term rather than wait for a stronger economy. That included 74 percent of Republicans, 71 percent of independents and 57 percent of Democrats.
At the same time, about two-thirds of the 1,347 adults polled Jan. 3-9 rejected cuts to public education, Medicare and Social Security as a means of deficit reduction. Three-quarters said deficit reduction can occur without cuts to Medicare specifically. The findings have a 3 percentage point margin of error.
The data could suggest public support for Obama as he heads into another round of intensive deficit negotiations with Republicans while vowing to preserve the current structures of Medicare and the national Medicaid program for the poor. The two programs together are expected to cost more than $1 trillion in 2013 and serve just under 100 million people who are elderly, disabled or poor.
But experts said the results suggest political risk for Republicans and Democrats alike as deficit talks go forward.
"Both parties want a grand bargain. But I can't find a detail on either side. They want the other side to say what Medicare would look like before they come to the table. That is nervousness about public opinion," said Robert Blendon, a Harvard professor who studies political trends in healthcare.
Most respondents said deficit reduction can happen without cuts to Medicare and opposed a possible increase in the Medicare eligibility age from 65 to 67 that Democrats and Republicans have considered as a deficit-cutting option.
Majorities also opposed reducing payments to hospitals and other Medicare healthcare providers or raising payroll taxes on workers and employers to help fund the program for the elderly and disabled.
Instead, 68 percent of Americans favored a proposal to save money by reducing prescription drug prices for low-income people who receive Medicare benefits.
Separately, a new poll by Pew Research Center for the People & the Press also found that 72 percent of Americans believe reducing the federal budget deficit should be a top priority. More than two-thirds of the 1,500 adults polled by Pew from Jan. 9 to 13 favored making Medicare and Social Security financially sound.
The survey by Robert Wood Johnson, Harvard and Kaiser also found that majorities of Americans favor two controversial provisions of Obama's Patient Protection and Affordable Care Act that would extend health coverage to more than 30 million people who currently have no health insurance.
The first provision, which would create state healthcare exchanges, was favored by 55 percent of respondents who said it should be a top priority for their state governors and legislators. Another 31 percent called the exchanges an important but lower priority. Support included clear majorities of Republicans and Democrats.
Additionally, 52 percent of respondents supported the second provision, which would expand the Medicaid program for the poor to nearly all Americans earning up to 133 percent of the poverty line, equaling about $24,000 a year for a family of three. But opinions split sharply along party lines.
Kaiser President and Chief Executive Drew Altman said the results depict a contrast between political ideology and tangible benefits in the mind of the public.
"The overall idea of the (law) creates a very mixed public reaction, certainly if you call it 'Obamacare.' But most of the benefits of the (law) are very popular, even on a bipartisan basis," he said. (Reporting by David Morgan; Editing by Jilian Mincer and Dan Grebler)

France offers Britain "red carpet" out of EU

PARIS (Reuters) - France believes Britain has many advantages to offer the European Union but if it chose to leave the bloc, Paris would not stand in its way, Foreign Minister Laurent Fabius said on Wednesday.

British Prime Minister David Cameron is due later to give Britons a straight referendum choice on whether to stay in the European Union or leave, provided he wins an election in 2015.

Speaking on French radio, Fabius said Britain had "positive points" to offer Europe, but added that he had told a recent meeting with British businessmen: "If Britain wants to leave Europe we will roll out the red carpet for you."

The comment is a jibe on much-reported remarks by Cameron last year in which he offered to "roll out the red carpet" to French firms wishing to avoid high French corporate taxes by re-basing to Britain.

Fabius repeated France's view that there could be no "Europe a la carte" in which a country picked which rules applied to it.

"Imagine we are a football club. You join the football club - but once you are in, you cannot say ?Let's play rugby'," he added.
